Former Mandaue City councilor was found shot on the floor at resort

A former Mandaue City councilor was found dead on Monday morning, September 11, in a beach resort in Barangay Liloan, Santander town, Cebu.

Police Officer 2 Dante Deniega said a worker of Pebbles Beach Resort discovered the body of Beethoven "Toben" Andaya in one of the resort's rooms past 7 a.m.

A family member has confirmed his death. Initial investigation showed Andaya's body was lying on the floor, soaked in his own blood.

Near his body was a 9mm Glock pistol. Bills of different denomination scattered on the floor. Resort employees and other clients near the room told the police that they did not hear any gunshots.

Andaya reportedly arrived in the resort past 8 p.m. Sunday, September 10.

He was alone. The personnel of Crime Scene Investigation are on their way to Santander to examine the room and the body. Andaya was a candidate for vice mayor last May 2016 election, but was defeated by elected Vice Mayor Carlo Fortuna.

He was the running mate of former councilor Emmarie Ouano. His family is on their way to Santander.
